Nació con buenos augurios proclamando, la integración de América del Sur, sin la tutela de la nefasta OEA. Nació el 8 de diciembre de 2004, cuando los Presidentes de los países de América del Sur, reunidos en Perú, crearon la Comunidad Suramericana de Naciones, posteriormente, el 23 de mayo de 2008, se aprobó el Tratado Constitutivo de la Unión de Naciones Suramericanas, y se designó a Quito como la sede permanente de la Secretaría General de UNASUR.
Desde eso han transcurrido 10 años. Al inicio se habló de cosas importantes para la integración regional, como la movilidad, la política, la economía, comercio, aranceles, fronteras, ciudadanía, educación, entre otros, pero no tuvieron mecanismos prácticos de aplicación.

Hoy quedan el colosal edifico de la Mitad de Mundo en Quito y otro en Bolivia como monumentos al despilfarro y testimonios del fracaso de los gobiernos “progresistas”, que principalizaron las acciones mediáticas, la creación de una pesada burocracia internacional frente a la articulación de acciones reales y efectivas para la integración de los pueblos sudamericanos.
Unasur no funciona desde hace 15 meses, no tiene secretario general por falta de consenso. Los seis países mayores aportantes han pedido su salida temporal del organismo regional (Colombia, Argentina, Brasil, Paraguay, Perú, Chile). Eso significa que dejarán de pagar sus cuotas anuales; Chile, por ejemplo, dejará de pagar 800 mil dólares. En la sede de Quito se requieren 300 mil dólares para agua, luz y salarios. Así, la implosión del organismo parece inminente.

Aunque la derecha continental bate palmas ante este fracaso, hay que decir que los pueblos de América del Sur tienen una historia, un presente y un futuro en común que hace necesaria y posible su integración económica y aun cultural. Los pueblos no renuncian a ese propósito histórico.
