El domingo 29 de julio, moradores de 40 barrios aledaños a la autopista General Rumiñahui, que conecta el Valle de los Chillos con Quito, cerraron parcialmente la vía a la altura del peaje y del intercambiador de Collacoto. Hombres, mujeres, niños, jóvenes y ancianos se concentraron para expresar el rechazo a la colocación de un nuevo peaje en el intercambiador de Collacoto. Moradores de los barrios y conjuntos habitacionales aledaños a la autopista como Obrero Independiente, Conjunto Ciudad Jardín, Terrazas del Sol, entre otros se ven afectados por esta medida, a la que consideran un abuso, por lo que están demandando la salida del peaje.

Marco Cadena, uno de los dirigentes barriales presentes en la acción señaló que la medida tiene el propósito de llamar la atención de las autoridades pues no ha evaluado las condiciones de la gente que habita allí que verán afectada su economía por lo que están contra de del nuevo peaje.

El intercambiador de Collacoto, fue construido para evitar un giro peligroso que hacían los conductores de vehículos para retornar al Valle de los Chillos.

Pero adicionalmente hay otro argumento que cobra fuerza entre los moradores que dicen que actual y el nuevo peaje deben irse ya que en zonas urbanas no debe existir peajes, para lo cual se amparan en la resolución del peaje de la autopista Manuel Córdova Galarza, que fue levantado por la presión de los moradores de los barrios de Pomasquí, Mitad del Mundo, Pusquí y muchos otros, ya que la zona hace mucho rato de ser zona rural, lo mismo se aplicará para la autopista Rumiñahui.
