A pesar de escudarse en la categorización adoptada por el correísmo, que establece nuevas denominaciones (empleo adecuado, inadecuado y desempleo) para caracterizar la situación laboral, el INEC no puede maquillar la realidad del trabajo en el Ecuador.

En definitiva, sólo 5 de cada 10 personas tienen trabajos de calidad, es decir, laboran una jornada semanal de 40 horas, ganan el salario básico unificado y acceden a seguridad social, con lo cual las ofertas de campaña de Lenin Moreno de crear 250 mil empleos al año quedaron en el limbo.

Las causas de esta realidad tienen relación con la débil recuperación económica, el limitado desarrollo del aparato productivo y la carencia de políticas estatales efectivas que promuevan el empleo pleno en el país.

No faltan los eruditos que justifican la falta de trabajo con el ingreso de miles de migrantes a estas latitudes, pues afirman que ellos estarían apropiándose de las plazas de empleo a cambio de menores salarios y sin los beneficios que dictan las leyes laborales. Tales afirmaciones no distan del análisis errado y xenófobo del mandatario norteamericano Donald Trump, quien manipula a la opinión pública para imponer leyes discriminatorias antimigración.

Pero el problema estructural radica en la vigencia de un sistema económico-social internacional anárquico que requiere de un ejército de reserva, de desempleados permanentes, para ajustar el precio de los salarios en beneficio de un reducido número de burgueses que especulan con políticas de empleo, en función de su mayor enriquecimiento.

Esos intereses son los que priman. Durante la larga noche neoliberal, la década saqueada del correísmo y en este año del mandato de Moreno se gobernó para los monopolios nacionales y extranjeros, además que se anuncian medidas de ajuste fiscal y de flexibilización laboral que aumentarán las cifras de desempleo y subempleo.

La culpa es del capitalismo monopolista, ese el origen de la precarización laboral; por lo que cualquier promesa seria de cambio debe buscar la transformación radical del sistema económico-social.
